Hi Chrissy, that a good paper with good pointers. Opensource does required a lot of manpower cost (knowledge - manpower development), but if it a success. It worth the satisfaction. What about the regime of truth in implementation of opensource in the library environment? For eg, do all library have their own set (army) of IT developers? Most librarians, I observed they want to support this and that, doing what they call library 2.0. Thus, calling and starting to hire the IT talents, but once this talent move, how does the project sustain towards the interest of the librarians?

A number of problem raise as I observed in terms of IT management in the library environment. Of, if to compare, it is similar to other certain industry. As a results, most IT talents, they started to create their own library system to help and sustain an interest. For example, Wikipedia, Bookjetty.com, Google, Shelfari.com and lot's more. They make better tools than most libraries ever produce and some even with good contents. This is actually a results of opensource development since 2000.

Maybe, above could be a follow up write up of your paper for incoming assignment. All the best in your papers.
